Here is a copy of the email forwarded to Phillip Moran of Moreland Community Health:
Dear Mr Moran - I am a resident of Rodda Street Coburg close to the old Coburg High School site.
As you are aware the site is owned by Geroge Tandos of Consolidaterd Property Ventures.
In discussions with Carlo Carli and Kelvin Thomson and Mr Tandos I was told that there was a possibility that Moreland Community Health would relocate to the front of the site allowing a development to occur after 11 years of nothing.
As local Councillors seem oblivious to this plan and unable to communicate what is happening are you in a position to inform me of any relocation plans of your services to this site.
Residents are totally in the dark in relation the site and any information would be greatly appreciated.

Is there any cut off date when you mus tbe informed of what will happen??
The land owner is under no obligation to inform anyone of what he is plannng to do with his property.
Once a planning permit application is lodged to use the land for a ‘medical centre’ council must give notice of the application to any persons they consider that the grant of the permit may cause material detriment to them.
To save you some time I have put together a list of Nimby objections which you can use if an application is lodged:
I object to the medical centre b/c it:
- is out of character with the area - it should look like a sing storey detached dwelling
- does not provide enough car parking spaces
- will increase traffic in the area making the roads unsafe for children and the elderly
- does not provide enough public open space
- will increase crime in the area b/c it will used by homeless people, drug addicts, the poor, aboriginals, the sick and other undesirables
- will overshadow the park, pool, railway station, my back yard, everything
- will impact on the amenity of the area
- the proposed 9am - 5pm hours of operation are inappropriate
- will employ foreign doctors who may be terrorists
- b/c the developer is dodgy
- b/c the Council is corrupt
- b/c the land should be turned into a park
- b/c the land should be developed for houses
So SB - does this mean that the owner can leave land undeveloped indefiantely?? I thought there was a cut off date on all permits (and one exists for this site) before which work must commence.
Michael - section 68 Planning and Environment Act 1987 sets out when a permit expires. If the permitted works are not commenced by the date specified in the permit, and if no date is specified, by the time specified in the Act then the permit expires.
No penalty can be imposed on the applicant for not acting on a planning permit.
There are numerous examples of properties throughout Victoria which go undeveloped. Some key urban sites include the former CUB opposite RMIT and former power station site in Spencer Street.
You may recall that many former industrial properties throughout Brunswick and Coburg went undeveloped until the area was gentrified in the 1990s and the Council permitted mixed use developments and there was demand from smaller service sector industries.
I think simply saying that undeveloped land should be taken off their owners by the State is simplistic. However, given the scarcity of land in and around our activity centres, as reflected in the high land values, other avenues to encourage these ‘eye-sores’ to be renewed should be explored.
Shift to Glen Eira mate, you won’t have to worry about vacant land. Nothing is left open and empty for any length of time . Perhaps because the rates are high and land valuable, the turnover is quick and efficient….One needs do create an income in order to get a return and pay the bills!….
Your post is dated two weeks ago. Did you receive a response from the Council’s CEO.? Do you have a facility at your Council for asking Public Questions of Councillors which must be answered in writing, Is it a tax dodge that enables land to stand undeveloped and yet still attracting the costs of Rates.
With a new Planning Minister in State politics now, and public housing is so desperately short of land, perhaps now is the time to play Federal Politics and see what comes out there?
